The barrier
To export food products to China, every Norwegian company must be registered in the GACC/CIFER system — China’s customs administration portal for foreign food enterprises. This is mandatory. No registration, no export.
The problem for most Norwegian companies:
The system is in Chinese
The CIFER/Single Window portal (单一窗口) is entirely in Mandarin Chinese. There is no English interface for the registration and management process.
Regulations change frequently
GACC updated the CIFER system significantly in September 2024, changing how products are registered. These changes are published in Chinese — often without English summaries.
Errors cause delays
An incomplete or incorrectly formatted application can delay registration by months. During that time, you cannot export to China.
No Norway-specific support
International GACC registration agencies exist, but they are generic — not specialised in Norwegian seafood, not based in Norway, and not available for ongoing local support.
